UK now also examining anti-dumping duties on bicycles from China

LONDON, UK – The anti-dumping duty on bicycles and bicycle parts from China in the UK is now also under review. Last May the British Trade Remedies Authority already advised to revoke the anti-dumping duties on China made e-bikes in a preliminary recommendation. In case the same would be suggested for bicycles, it would bring a lot of uncertainty in the UK.

The e-bike, bicycle and components anti-dumping and anti-subsidy trade regulations were once put in place to stabilise the market and create a level playing field. Amidst a very unstable market situation, both the European Commission as well as the UK government have announced a review of these existing measures. The abolition of any of these measures in either the EU or the UK could lead to unwanted disruptions in the supply chain in an industry that is already facing major financial challenges.

Former EU measures

The Trade Remedies Authority (TRA) is reviewing the anti-dumping measure inherited from the European Union to determine whether it is still suitable for the UK’s needs. The current anti-dumping duties range between 19.2% and 48.5%. The TRA relies on data from businesses to evidence where there may be injury and currently conducts reviews.

E-bike anti-dumping duties ‘should be revoked’

Following a period of investigation the Trade Remedies Authority (TRA) has deemed that keeping anti-dumping and anti-subsidy measures on Chinese e-bikes “would not be in economic interest of the UK” and should be revoked. This was published last May.

“Our interim conclusion is that the benefits to UK bicycle producers from continuing the current measures on e-bikes would be significantly outweighed by harm to the rest of the economy. We project that removing the measures could save consumers around £260 (€310) per e-bike and could benefit the UK economy by around £51 million (€60 million) annually,” writes TRA Chief Executive Oliver Griffiths in his conclusions.
